INCID was first constituted by the Ministry of Water Resources (MOWR) in April, 1990 with a composition of 18 members through a formal Government Resolution. Subsequently, in January, 1994, it was reconstituted with strength of 21 members, 9 permanent and the other 12 on rotational basis, changing every three years. The rotational membership is provided for getting the vast experience and to draw upon the expertise available in the field of irrigation and drainage with State Irrigation Departments, Water and Land Management Institutes, Research Institutes and Academic Institutions. This membership is restricted to three under each of these organizations.
From March 2008 onwards INCID has been merged with CWC & Chairman, Central Water Commission is the Chairman of INCID. At present the work of INCID is being done by Remote Sensing Directorate of CWC and Director (Remote Sensing) is the Member-Secretary INCID. The INCID Secretariat presently comprises of a Member-Secretary, a Deputy Director and supporting staff.
For meeting the expenditure of INCID Secretariat, budget is provided by Ministry of Water Resources in each financial year.
The functions presently assigned to INCID are as under:
1. To give advice to Central and State Governments and their agencies on matters related to Irrigation and Drainage; to appoint expert panels to consider special problems to advice the committee.
2. To prepare and periodically update the state-of-art in the country in different branches of Irrigation and Drainage; to disseminate information related to Irrigation and Drainage by way of publishing journals, research news/digests; to support and conduct mass awareness programmes like seminars/conferences/workshops; and to arrange R&D review sessions for Irrigation and Drainage.
3. To undertake studies on historical appreciation of development of Irrigation and Drainage and introduce perspective planning for research in Irrigation and Drainage;
4. To recommend funding for the infrastructure development of Irrigation and Drainage research institutions; to recommend recognition of Centers of Excellence in Irrigation and Drainage; to maintain effective cooperation with other National Committees/Boards, related GoI/State Ministries, CSIR Labs, IITs, Engineering Colleges and Polytechnics, Universities and other academic institutions.
5. To coordinate the R&D activities in Irrigation and Drainage in general and to coordinate R&D programme of the MoWR in particular; to monitor the progress made by the executing institutions on research schemes; to identify areas which need immediate attention; to avoid overlaps in the research programmes of the different institutions, to invite and encourage R&D proposals in areas where work being done is inadequate; to encourage the national institutions, voluntary, professional bodies and non commercial NGOs to take up R&D in Irrigation and Drainage.
6. To promote HRD programmes, leading to specialization of research staff and recommend encouragement for the outstanding research personnel.
7. To promote and coordinate effective participation of India in the International programs related to Irrigation and Drainage and to act as National Committee for such international bodies where required;
8. To encourage indigenous industry through loans to take up technological development in Irrigation and Drainage.
