Organizational Structure of Design And Research Wing

D&R Coordination Directorate

Director, D&R coordination is responsible for, review/monitoring of physical and financial achievement in respect of plan schemes, scrutiny/preparation and processing of Standing Finance Committee Memos of various plan schemes, compilation/preparation and submission of material for performance budget, budget brief, annual reports of CWC and MoWR, annual action plan of CWC and MoWR and material for various monthly/quarterly/half yearly/yearly returns and assisting Member (D&R) in different administrative and technical matters. D&R wing has seven functional organizations each headed by a Chief Engineer, out of which six are in HQ and one Narmada Basin Organization is located at Bhopal. The functions of the organizations are further looked after by various directorates headed by a Director who is assisted by DD, AD/EAD and other supporting staff. Brief description of the organizations located at HQ is given below:

Designs Organisations

There are four design organisations, viz. Designs (North-West &South), Designs (North & West), Designs (East & North-East) and Narmada Basin Projects organisations under D&R wing. Design organisations generally perform the following functions:-

  • a) Finalisation and approval of detailed designs, drawings, specifications of various river valley projects.
  • b) Technical examination of projects referred to various directorates working in the D&R Wing.
  • c) Technical advice to Project/State Authorities in respect of specific issues referred to CWC.

Design (NW&S) Organisation

Design (NW&S) organisation is responsible for, providing preliminary and detailed design consultancy services to various water resources projects in the States of Himachal Pradesh, Madhya Pradesh,Chattisgarh, Orissa, Andhra Pradesh, Karnataka, Kerala, Tamil Nadu and Punjab, attending to special problems and technical appraisal of Detailed Project Reports (DPR) and Pre-Feasibility Reports (PFR) of various projects in these States and assisting BIS in preparation of Design standards as Chief Engineer (NW&S) is a member of various BIS Committees. Design (NW&S) organisation comprises of four design directorates namely Hydel Civil Design (HCD), Concrete & Masonry Dam Design (CMDD), Embankment and Gates Design directorates.

Design (N&W) Organisation

Design (N&W) organisation is responsible for, providing preliminary and detailed design consultancy services to various water resources projects in the States of J&K, Haryana , Delhi, Rajasthan, Gujarat, Maharashtra, Goa, U.P., Uttranchal, Bihar, Jharkhand and Andaman & Nicobar Islands, attending to special problems and technical appraisal of DPR and PFR of various projects in these States, assisting the Indus Wing of MoWR in Indo-Pakistan bilateral issues and design Consultancy of NTPC’s Tapovan and Vishnugarh H.E. Projects in Uttranchal. Designs (N&W) organisation comprises of seven design directorates namely HCD, CMDD, Embankment, Gates Design, Barrage & Canal Design (BCD) (NW and NW&S), National Thermal (PH) and National Thermal (Dams and Gates) directorates.

Design (E&NE) Organisation

Design (E&NE) organisation is responsible for, providing preliminary and detailed design consultancy services to various water resources projects in the East and North-Eastern part of India, comprising of States of Sikkim, Assam, West Bengal, Meghalaya, Manipur, Mizoram, Nagaland, Tripura, Arunachal Pradesh, Orissa including Bhutan and part of Nepal, attending to special problems and technical appraisal of DPR and PFR of various projects in these States, preparation of design chapters & drawings for pre-feasibility & detailed project reports of Multipurpose and Hydro-Electric Projects investigated by field units of CWC located at Shillong¸ Gangtok, Faridabad, design consultancy of Multipurpose and Hydro Electric Projects undertaken by the Brahmaputra Board. Designs (E&NE) organisation comprises of seven design directorates namely HCD, CMDD, Embankment, Gates Design and BCD directorates. Design directorates are headed by the officers of the rank of Director and function of various design directorates are as follows:-

Hydel Civil Design (HCD) Directorate

HCD Directorate is engaged in, providing preliminary and detailed design consultancy services for civil design components of various hydro-electric projects, evaluation and vetting of specifications, tender documents and related technical aspects of hydro-electric projects, attending to special problems of projects, technical appraisal of DPR/PFR of various projects of the concerned states in respect of hydropower component and assisting BIS in preparation of design standards in respect of hydro power components.

Concrete Masonry Dam Design (CMDD) Directorate

CMDD Directorate is engaged in, designing of gravity dams, sluice and its related components for river valley projects, vetting of designs and drawings prepared by other agencies, suggesting rehabilitation measures for concrete and masonry dams, technical examination of DPR/PFR of major projects in respect of gravity dam component, providing solution for special problems of projects and assisting BIS in preparation and revision of codes for gravity dams and related structures.

Embankment Directorate

Embankment directorate is engaged in, design of earth/rockfill dam, tailing dams and their appurtenant structures, diversion structures and other components of dams, technical examination of embankment design aspects of PFR/DPR, assisting BIS in the preparation of various Indian Standards pertaining to river valley projects (embankment dams) and providing solutions to special problems referred by the State Govts. / other agencies.

Gates Design Directorate

Gates Design directorate is providing preliminary and detailed design consultancy in respect of hydro mechanical structures such as gates, hoists etc. which include preparation of technical specifications, scrutiny of manufacturer’s design and drawings and solution to special problems referred from time to time, technical appraisal of major projects and assisting BIS in preparation of relevant codes.

Barrage and Canal Design (BCD) Directorate

BCD directorate is providing consultancy in respect of planning & design of barrages, weirs, canals, canal falls, canal structures, cross drainage works required for irrigation, water supply and multipurpose projects, providing solution to special problems/rehabilitation works for various projects, technical examination of DPR/PFR in respect of barrages and different components of canal and assisting BIS in preparation of relevant codes.

National Thermal Power House (NTPH) Directorate

NTPH directorate is engaged in providing detailed design and engineering consultancy services including evaluation of tender documents on technical aspects and vetting of technical specification for hydel civil components of NTPC projects, i.e. Loharinag Pala and Tapovan Vishnugad H.E. Projects in Uttranchal.

National Thermal (Dams & Gates) Directorate

NT (D&G) directorate is engaged in providing detailed design and engineering consultancy services including evaluation of tender documents on technical aspects and vetting of technical specification for dam and hydro-mechanical components of NTPC projects, i.e. Loharinag Pala and Tapovan Vishnugad H.E. Projects in Uttranchal.

Narmada Basin Project (NBP) Organisation

Narmada Basin Project organisation is responsible for providing detailed design consultancy services for the projects of Sardar Sarovar Narmada Nigam Ltd. (SSNNL), Govt. of Gujarat and Narmada Valley Development Authority (NVDA), Govt. of Madhya Pradesh. Narmada Basin Project organisation comprises of four design Directorates namely Sardar Sarovar (Power House), Sardar Sarovar (Dam & Canal) Design, Narmada Canal Design and Narmada Dam & Headworks Design directorates as indicated below:

Sardar Sarovar (Power House) Directorate

SS (PH) directorate is responsible for, providing design consultancy services covering planning, detailed design and preparation of construction, specification drawings for civil components of underground River Bed Power House Complex and Canal Head Power House for Sardar Sarovar Project and the proposed Garudeshwar Weir downstream of Sardar Sarovar Project and preparation of guidelines for initial commissioning etc.

Sardar Sarovar (Dam & Canal) Design Directorate

SS (D&C) directorate is responsible for, providing design consultancy services for the dams and canal component for the projects forwarded by the Project Authorities, Sardar Sarovar Construction Advisory Committee (SSCAC), Project Review Panel, Dam Safety Panel, issues related to raising of Sardar Sarovar dam height, preparation of technical agenda items for SSCAC, Narmada Control Authority(NCA), RCNCA meetings and providing assistance to various construction problems. In addition to above works, this directorate will also look after works of Narmada Hydro Mechanical Design Unit engaged in preparation of detailed designs, drawings and specifications of various hydro mechanical components for the projects of Narmada Valley.

Narmada Canal Design Directorate

Narmada Canal Design directorate is responsible for, providing design consultancy services for the Narmada Projects being executed by NVDA, Govt. of M.P., which broadly covers planning and preparation of detailed design/drawings for cross drainage works of Indira sagar Project, scrutiny and vetting of design and drawings of Bargi Diversion Project (RBC) and specific problems of canals of Narmada Valley.

Narmada Dams and Head Works Design Directorate

Narmada Dam and Head Work Design directorate is responsible for, providing design consultancy services such as finalising the layout studies, detailed designs and drawings along with specifications for dam and headwork components of Indira Sagar, Punasa facilities II, Upper Narmada ,Halon, Upper Beda, Lower Goi and Bargi Diversion Projects in Narmada Basin in the State of M.P. and preparation of guidelines for initial commissioning, testing and operation of completed projects.

Narmada Hydro Mechanical Design Directorate

Narmada Hydro Mechanical Design Directorate is responsible for, providing design consultancy services for hydro-mechanical components along with specifications of Indira Sagar, Punasa facilities II, Upper Narmada ,Halon, Upper Beda, Lower Goi and Bargi Diversion Projects in Narmada Basin in the State of M.P.

Dam Safety Organisation (DSO)

DSO is performing a coordinative and advisory role for the State Governments in assisting them to locate causes of potential distress in dams and to recommend measures for their redressal, laying down guidelines for dam safety monitoring, extend technical assistance regarding problems encountered by the State Governments and dam owning agencies on matters concerning inspection and review of the safety status of dams & instrumentation of dams, finalising seismic design parameters for dam designs, dam break studies and preparation of emergency action plan. Brief descriptions of five directorates under DSO are given below:

Dam safety Monitoring (DSM) Directorate

DSM directorate is responsible for, monitoring the safety and rehabilitation aspects of large dams and developing relevant guidelines, imparting training in service engineers in dam safety aspects and assisting the States in implementing unified dam safety procedures. This directorate also functions as secretariat for National Committee on Dam Safety (NCDS) which is a forum for discussions on dam safety issues among the Central, State Govt. and dam owning agencies.

Foundation Engineering & Special Analysis (FE&SA) Directorate

FE&SA directorate is responsible for, techno-economic evaluation of seismic and foundation aspects and finalising seismic design parameters of river valley projects, dam break & backwater analysis, preparation of inundation maps, emergency action plan and rendering assistance to BIS in the preparation of standards/codes on different aspects of Water Resources Engineering. This directorate also functions as Secretariat for Indian National Committee on Hydraulic Research (INCH) and promoting R&D activities in the field of hydraulics.

Instrumentation Directorate

Instrumentation directorate is responsible for, planning and design of instrumentation system for hydraulic structures for river valley projects. Establishment of an Instrumentation Demonstration Centre which consists of instruments and models for River Valley Projects at CWC headquarters is also entrusted to this directorate.

Dam Safety Rehabilitation (DSR) Directorate

DSR directorate is responsible for, carrying out safety review of dams and suggests suitable remedial measures on distress situation and providing design consultancy for various components identified for rehabilitation.

Software Management Directorate

This directorate is responsible for providing hardware and software support including upgradation, network and internet management, training manpower in IT aspects in CWC headquarters, procurement of computer hardware and software for CWC and maintaining CWC web site.

Chief Engineer, Hydrological Study Organisation (HSO)

The main function of HSO is to provide basic input of hydrology for rational planning of water resources projects, review design flood studies for various projects, technical appraisal of the hydrological aspects of river valley projects, consultancy of project hydrology connected with the planning, design and operation of water resources projects and vetting of hydrological chapters, provide guidance/assistance to various agencies like WAPCOS, NEEPCO, NHPC and State Governments in undertaking hydrological studies, imparting training on project hydrology to various Central and State Government’s Engineers and prepare Manuals/Standards for hydrological analysis. Brief description of six directorates under HSO is given below:

Hydrology (North East) Directorate

Hydrology (NE) directorate is entrusted with the work of technical appraisal of hydrological aspects like water availability, design flood, sedimentation, diversion flood of water resources projects in north eastern region including Bhutan and providing guidance/assistance to WAPCOS, NEEPCO, NHPC, and State Water Resources Departments in undertaking hydrological studies.

Hydrology (North) Directorate

Hydrology (N) directorate is entrusted with the work of technical appraisal of hydrological aspects like water availability, design flood, sedimentation, diversion flood of water resources projects in North India region comprising States of J&K, HP, UP, Bihar, Uttranchal, MP and Rajasthan and also carrying out hydrological studies of Indo-Nepal Joint Venture Projects like Sapta Kosi, Sun Kosi and Kamla in Nepal and providing guidance/assistance to WAPCOS, NHPC, State Govt. Water Resources Departments in undertaking hydrological studies.

Hydrology (Central) Directorate

Hydrology (C) directorate is entrusted with the work of technical appraisal of hydrological aspects like water availability, design flood, sedimentation and diversion flood of water resources projects in Narmada Basin.

Hydrology (South) Directorate

Hydrology (South) directorate is entrusted with the work of technical appraisal of hydrological aspects like water availability, design flood, sedimentation and diversion flood of water resources projects in Southern States of AP, Kerala, Karnataka, Tamil Nadu, Orissa, Sikkim, Chattisgarh and Andaman & Nicobar Island and providing guidance/assistance to WAPCOS, NHPC, NEEPCO, State Govt. Water Resources Departments in undertaking hydrological studies.

Hydrology Regional Studies (RS) Directorate

Hydrology (RS) directorate is engaged in preparation/revision of flood estimation reports of different sub-zones/sub-basins of the country using synthetic approach and to carry out review of hydrology of the projects as and when required.

Hydrology Dam Safety Review (DSR) Directorate

The functions of this directorate are to co-ordinate & assist in design flood review studies for rehabilitation of dams related to spillway design and providing assistance to State Irrigation Deptt. in examining/scrutiny/review of studies on hydrological aspects. The activities relating to NIH, INCOH, IAH and IHP are also being looked after by this directorate.
