Sri R C Jha, Chairman ,CWC ,New Delhi, India
Shri R. C. Jha, Chairman, Central Water Commission is an officer in the rank of Secretary to the Government of India. He is the senior most technical officer in the Government of India in the field of Water Resource Development and Management. He was born on 2nd July, 1952 and obtained his Bachelor’s degree in Mechanical Engineering from M.I.T. Muzaffarpur and M.Tech from IIT, Delhi.
Shri Jha joined the Central Water Engineering Service in Central Water Commission in July 1975 as Assistant Director and rose through the ranks to finally head the organization in September, 2011 as its Chairman. During his 36 years of distinguished service encompassing all aspects of Water Resources Sector, Shri Jha has made significant contributions in the field of design & consultancy for various Water Resources Projects within the country and abroad. He has worked in the fields of design of Hydro-mechanical equipment; Hydro-meteorological observations; planning and formulation of new river valley projects; project appraisal and monitoring of water resource projects; flood management; design and consultancy for projects in India and abroad and international negotiations for Indus and Ganga basins with neighbouring countries. An expert in Design of Hydro-Mechanical Equipment for River Valley Projects, Shri Jha was involved in design of more than 100 Indian/ overseas projects.
He received UNDP fellowship in the area of designs of hydro-mechanical equipment and received training in prestigious institutes like USBR & ECI in USA and Walter Hunger in Germany.
In February, 2008 he was elevated to the ex-officio post of Additional Secretary to the Government of India, and was posted as Member (RM) CWC. During his tenure as Member (RM), he laid special emphasis on up-gradation and modernization of Hydrological Data collection and Flood Forecasting network of CWC.
As Chairman, CWC, Shri Jha, represents Govt. of India in various national and international committees/Work-bodies. He is the Chairman of the Indian National Committee on Hydrology (INCoH) and the Indian National Committee on Irrigation and Drainage (INCID), the Indian part of ICID (International Commission on Irrigation and Drainage). He is also the Chairman of the Water Resource Division Council of Bureau of Indian Standards (BIS) and President of Indian Water Resource Society (IWRS)
He has presented several technical papers at various international and national seminars and symposia and has travelled to many countries.
